‘Applying for one side of the deal,’ in application for 20M gallons H2O more daily from Quabbin, for eastern MA

As eastern Massachusetts officials ask for more water from the Quabbin Reservoir in western Mass., the state’s Interbasin Transfer Act stipulates applications need to spell out which communities will receiving the water, why they need it and whether other options been explored. At the moment says Mass. state Representative Aaron Saunders (D-Belchertown), those answers are not in the MWRA’s application.
